The National Animal Identification System (NAIS) is a project of The United
States Department of Agriculture. It imposes new rules and regulations on
producers, small business and the average rural individual who may own a
chicken or two. In effect, it states that all premises and animals will be
identified and registered. This is to eventually become mandatory. Not only
is this going to be extremely costly, it will undoubteldy drive a good
number of small producers out of the livestock business. Senator Purgason
sold all of his cattle off, due to this program. This project goes so far as
to register shellfish and records animal movement off of the premises. It
could cause untold complications for trail rides, 4H groups etc., in
addition to producers.
Doreen Hannes, has organized a rally at the State Capitol on the 18th of
April. This is a grass roots effort originating in the area of Property
Rights, Farmers Union, land owners, livestock owners and anyone primarily
living in rural areas. Libertarians, especially, should realize the
economic and social implications of NAIS. It would change the whole concept
of the family farm. Grandma, would, in fact, be required to register her
premises, obtain chips for her 5 chickens, file reports if they leave the
premises or have association with "foreign" chickens, record births and
deaths etc. Large producers can chip in lots, if they are all the same age.
The little cow calf producer who lives on a shoestring, cannot afford this.
It will most certainly drive the small business person out of business.

We have a finalized date and all the proper
permission slips and hall passes have been granted and
signed in triplicate.:)
On April 18th from 9am until noon we will meet at
the Rotunda in the Capitol building and have a rally
there *without* animals, just hand held signs and
people....lots of them. No food may be brought into
the building, but they have concessions available
there.
We will have speakers and you may go around and visit
your representatives offices personally to let them
know your stance. Media will be in attendence and
there is a fellow who is going to try to get Johanns
or Hammerschmidt from the USDA to show their faces. He
has worked on previous farming issues and is well
connected. It would be great if that panned out.
Please feel free to make your own signs as we will
have some available, but not enough.
Senator Purgason is going to try to have the hearing
on that day so we can know the outcome of the
resolution they have done on that day. Please bring
your petitions and we will photocopy them and give
them to the heads of the Senate and the House.
Also, if possible, please put a classified ad (or
bigger if you have the funds) in your local papers
advertising the rally and including the contact info,
date and time. We absolutely must show up en masse and
let them know those of us opposed are many and varied
and cross all political spectrums.
